Hello! I saw somewhere that if you have a booked dining reservation it won’t show you lightening lanes an hour or two before or after that reservation. Is this true?

Yeah as Jessica says, the system does take dining reservations into consideration during the pre-booking phase. Once you're in the park and have "unlocked" you can move things about as much as you please.
When you are doing your initial reservations it will include dining reservations in the no overlap rules. I think it is close to an hour on either side.
So just like LL you will have to wait until you start moving your times to have “overlap”
